Who is eligible

People in 30 states, including Ohio, are eligible to receive a check. According to a White House press release, the payments are intended for those who used Obamacare and paid premiums higher than necessary as a result of excess fees.

How the payments will work

The White House says the money is being funded through a "surplus of funds," with checks expected to be sent to eligible individuals in October. Trump said in the press release: "The government is going to pay the money directly to you..."

A separate pledge

This announcement is distinct from Trump's earlier promise that every American adult would receive a $5,000 check if Republicans maintain control of Congress following the midterm elections.
